DAPORIJO, Aug 3: Indian Army saved the life of a truck driver, when his loaded vehicle skidded off the road and fell into deep gorge in between Daporijo and Megdong.
The accident occurred when the driver of the truck carrying ration and other school
materials of JNV Megdong from Daporijo lost control over it and the truck skidded
off the road and fell 60 from the road. The driver was lucky to escape with minor
injuries. Being informed, a team led by Shanta Lal Bhakta and Sunil Kumar of Army
Workshop at Daporijo, immediately arrived at the spot with equipments and recovery

ACS appeals govt. to make JE vaccines available
ITANAGAR, Aug 3: Arunachal Civil Society (ACS), in a memorandum, has urged the chief minister to make Japanese Encephalitis (JE) vaccines available in Arunachal Pradesh along with free diagnosis of the disease.
ACS said that many poor villagers cannot afford to pay for the costly JE vaccines on their own. Even they don't know whether these vaccines are available or not and where it is found, ACS said. It informed that neighbouring state Assam has made JE vaccines available free of cost.
ACS also urged the Health Minister to instruct medical officers to conduct thorough diagnosis of the disease before prescribing any medicine as wrong treatment can prove fatal. It, however, appealed to the people to remain alert and take all precautionary measures to avoid the disease.

Indecisive Council yet to commercially exploit completed power projects

Itanagar, Aug 3: Two mini hydro projects constructed at cost of Rs 5.83 cr were not commercially exploited even after three years of their completion as the agency responsible for their operation was not identified.
Sakthang Rong Mini Hydel Project with installed capacity of 300 Kw (3 x 100 Kw) Dirang and Thongleng Rong Mini Hydel Project with installed capacity of 200 Kw (2 x 100 Kw) which were sanctioned in 2008 were intended to supply stable power to villages in remote/hilly areas for economic activities and development. The DPRs projected economic viability, deriving annual net revenue of Rs 1.10 crore on power generated from the projects.
Scrutiny revealed that after completion of the projects the Arunachal Pradesh State Council for Science and Technology (Council) under whose supervision the projects came up did not transfer the responsibility of operation of the plants and generation of electricity to any department of the State Government or other agencies for commercial exploitation and the investment made on the project remained idle.
Interestingly, the website of the Arunachal Pradesh State Council for Science and Technology (Council) states that the projects have been commissioned in November, 2011.
The project was executed by private contractors on turnkey basis. There were delays in commencement of work in respect of both the projects and as a result, the completion of the project got delayed.

The Arunachal Pradesh State Council for Science and Technology (Council) was the Nodal Agency for identification and preparation of detailed project reports for MMS hydro projects.
Chandranagar, Aug 3: Many houses have been damaged because of the flooding at Yopho Nallah at Chandranagar.
A report states that many houses on either sides of Nallah sustained heavy losses because of early morning downpour.
Landslides aided in the devastation caused by the River and many people were seen draining out water from their houses, said Gora Talang, Councillor, Ward No. 4.
Deputy Commissioner, Itanagar Capital Complex Mige Kamki with his team visited the affected areas this afternoon. He has assured to take appropriate measure and advised people not to construct Retaining Walls haphazardly so that water is able to flow free.

Meanwhile, M/S Tehkar Traders, Chimpu, was almost submerged under Chimpu river in last night's torrential rain that continued till early morning today.
Properties worth Rs 7 lakhs was lost when the Chimpu river rose to double it's size and with it took away all the manufactured items such as hollow bricks, paving tiles, railing posts etc at about 2:45am.

While inspecting the ongoing Rs.1494 lakh water supply project of 3.34 MLD to cater to the water needs of 25292 consumers of Likabali town, he suggested the EE, PHED Tuba Angu to ensure that the basement of the project is kept intact with concrete works and plantations to avoid sinking and landslides as it would be a water reservoir of huge quantity and any seismic movement is likely to cause damage to the project. He further asked him to keep the water source and the catchment areas safe from jhuming and other destructions of forest and keep it clean by organizing public awareness campaigns in collaboration with Environment and Forest Department on World Environment Day. On being briefed by Secretary, Cultural Affairs Dani Salu on reported attempts to encroach upon the site by the locals and claim by the Assam government to the notified area of Malinithan and archeological site, he advised that projects be taken up to ensure the safety of the land by constructing walls.
He also advised the Malinithan Mela management committee and department of research to create amenities like toilets, cafeteria, parking and kiosk for the tourists besides banning plastic in the area. He also suggested the local administration to ensure security of the site by installing street lights and CCTV cameras.

AYA delegates meets Chief Secretary
ITANAGAR, Aug 3: The Apatani Youth Association (AYA) has welcomed the decision of state government to keep budgetary provision of Rs 2 crore to be used for the efforts to get world heritage site tag for Apatani Cultural Landscape (Ziro) and Thembang under West Kameng.
AYA President Taku Chatung in a press release stated that with the constant support of Chief Secretary Ramesh Negi, this movement for world heritage site has gained momentum.
Delegations of AYA met CS on Friday and had discussion about WHS project. The CS told the delegations that the Apatani community should preserve the visual integrity of landscape and environment.
While assuring demands for expediting the work to start construction of CC pavement at Hapoli township road and Mini Secretariat, the CS called for provision of footpath in CC pavement road as per the Supreme Court judgment and also provision of drainage system. He asked public not to put hindrance on Right of Way in construction area.
The CS also assured the delegate for construction of solid waste management plant at Ziro .He expressed happiness on movement for cleanliness drive and banning of the use of plastic at Ziro by District Administration in collaboration with AYA and other NGOs. APPDSU demands action against illegal mining, quarrying
ITANAGAR, Aug 3: The All Papum Pare District Students' Union (APPDSU) has demanded the district administration to immediately stop all illegal mining activities in Papum Pare district.
Mining activities are being carried out by various groups, individuals, firms, private companies illegally in the district in violation of Arunachal Pradesh Minor Minerals Concessions Rules, 2002, APPDSU said in a memorandum to Papum Pare and Capital Complex Deputy Commissioners.
The students' union also claimed to have found that those private companies, groups, individuals etc. have illegally established stone crusher units and quarrying and mining sites at various river beds, streams and nallahs to extract minor minerals without obtaining any licence and no objection certificate from the authority concerned to carry out such activities. Even, such quarrying and mineral extraction are being carried out in various rivers beds, streams, nallahs of the district which are not notified by the Department of Geology and Mining for any mining activities, APPDSU said.
It also claimed that some local people who claim to be the owner of various quarry sites are doing businesses without registering their area in violation of the Arunachal Pradesh Minor Minerals Concession Rule 2002.
Surprisingly, the Department of Geology & Mining, GoAP and the district administration are maintaining stoic silence on the issue, which is causing huge revenue loss, the letter said.
APPDSU alleged that some Assistant Mineral Development Officers (AMDOs) and mining guards (MGs) are not effectively monitoring such illegal mining activities rather they are siphoning huge money unofficially from the illegal quarry owners and proprietors of various stone crusher units by misusing their official power and position.

Retirement age should not be enhanced

ITANAGAR, Aug 3: Off late clamour for enhancing the retirement age of government employees from 58 to 60 years is growing. The issue was first raised in the floor of state assembly by BJP MLA Kaling Moyong, who wanted to know from Chief Minister Nabam Tuki whether the state government has taken any decision in this regard.
In his reply, the CM stated that the matter is under consideration and decision in this regard will be taken after examining the feasibility. Since then People’s Party of Arunachal (PPA) too has voiced their support for enhancement of the retirement age.
For many reasons, if government indeed enhance the retirement age, Arunachal will take another regressive step. Today countries across the world are trying to develop young workforce to accelerate the developmental process. Arunachal Pradesh has massive youth population and if properly tapped they can become source of faster development. In our state youths are totally dependent on government job and have no other source of employment. Every year large number of students are graduating in various fields from universities across the country. Most of the students come back to Arunachal in search of job. Due to absence of thriving industrial units, government sector is the only means of generating job opportunities. Therefore keeping this in mind, the possible enhancement of retirement age from 58 to 60 years will only add more unemployed youth.
Policy makers should not compare Arunachal with other states while taking decision in this regard. In other states retirement age may be 60 years, but, they provide ample job opportunities in different sectors. But for the state like ours, if possible, the retirement age should be advanced and best time to leave service will be 56 years. It will open up massive job opportunities for the youths. At present already there is provision to extend service of those government employees, whom state government thinks that has contributed more for the development of state. This provision can be used by state government whenever needs arises. Government should avoid taking such decision which will harm the interest of youth of this state.
Vehicle requisitioned during election yet to be returned to the owner

PASIGHAT, Aug 03: A private passenger vehicle which was requisitioned for election duty during the last election has not been returned to its owner yet, which is causing concern among the private car owners of Pasighat area.
According to report, a vehicle (Winger) owned by one Talom Dabi of Lower Banskata at Pasighat was requisitioned by election department on March 29 this year. But the authority has neither given back the vehicle nor made any payment to the owner even after three months.
It learnt that the vehicle used in Upper Subansiri district met with an accident during election duty. It rolled down 200 feet from the road in between Daporijo and Taliha on April 7 causing damage to the vehicle. The private driver had sustained serious injury with multiple fractures in the accident.
According to Daporijo Police, the reason for the accident was 'steering failure'.

He made all necessary communication with Upper Siang district election department and even moved the state's Chief Electoral Officer for payment of vehicle fare as per scheduled rate, but in vain.
It is worth mentioning that the state's Joint Chief Electoral Officer, following pursuance of Upper Subansiri District Electoral Officer urged the vehicle owner to approach Insurance Company for reimbursement of the damaged vehicle as the company is liable to pay the value of insurance policy.

Arunachal turning into robbery Pradesh
In a broad day light robbery inside the Rajiv Gandhi University campus yesterday robbers reportedly looted Rs 42, 15,980 from Vijaya Bank and shot cashier Joydeep Chatterjee causing grievous injury. As per the information, four suspected masked robbers came on motorcycle and got inside the bank when staffs were busy in normal business around 11:40 am. They looted the amount and fled from the scene.
Doimukh police has registered a case in this regard and investigation has begun. This latest incident adds upto many more robbery incidents which has created fear among banking sectors of Arunachal. Banks have become soft target as series of robbery incidents is being witnessed in various banks of state. In all the cases, robbers have targeted those banks which do not have proper security system. Adding to the woes, Arunachal police have miserably failed to book strong case against accused and in some case accused still remains elusive. Such incident has emboldened the robbers and if strong steps are not taken, we may witness more such robberies in days to come.

Budget is over both in centre and state. Legislative Assembly has proposed to raise MLA LAD fund. Since the inception of LAD fund I wonder how many assets have been created by MP/MLA for society from LAD fund. I remember a fully furnished building in which I did my LLB at JB Law college Gauhati had a stone engraved building constructed from MPLAD of Dr. Manmohan Singh, who was then not the prime minister of India.
Here I would like to say that instead of using LAD fund in unproductive schemes,
each MP and MLA from their LAD fund could target a specific scheme for the interest
of entire constituency, at least a project costing one tenure LAD fund. Often the
fund is used in piece meal scheme without visible outcome. I have no hurt feeling
towards our learned legislator, it’s just an opinion which perhaps could be useful

Unemployment is the mother of countless ills
Dear Editor,
Sleepless nights have become routine, hunger is like a forgotten feeling, and a dark cloud of frustration has crept in the mind making all other things barely visible. This is what each and every unemployed youth is going through. It is needless to give any data regarding the number of unemployed youths in our country and to be particular, in our state. Every household has one or two unemployed youth who is done with the basic education required for getting a job. Few resort to adding extra certificates to make their resume more attractive, while the larger part are resorting to means of illegal earning and those left can be seen loitering around doing nothing resourceful.
Employment opportunities are rare and adding up of many fresher every year to the already humongous unemployed lot is alarming. With few vacancies in the Government offices and almost negligible investments from private sector, getting absorbed in jobs are as difficult as walking on your fore limbs. Fights in public places and incidents detrimental to the civic and ethical belief of our state are at a rise.
Unemployment is the mother of countless ills. It is such a poison that pollutes the
society, endangers the democratic fabric of the country. We can’t expect nobility,
honesty and truth from a person who is unable to manage two square meals a day for

Teaching psychology in place of B.ed degree
Dear Editor,
Through your esteemed daily, I beg to draw the kind attention of the concerned authority
towards the exorbitant fees for B.ed degree in our state. It is seen that every year
the B.ed fees hike excessively. It is my appeal to the government that if B.ed degrees
are only for rich people who can pay Rs 90000/-
Even some private schools are doing much better without B.ed degree qualitatively. It is also interesting to note that even a JRF NET holder who is eligible for a lecturer is ineligible to teach even at primary, secondary and higher secondary level without degrees like B.ed. I think it will be better to introduce a new subject on teaching psychology in undergraduate courses in place of a separate B.ed degree.
If the government is not ready to regulate the price then I think it would not be wrong for our country to reconsider the benefits of position classification system which is prevalent in developed countries like America .In America unlike India, jobs are assigned and salaries are paid on the basis of competency and performance, instead of mere degrees and certificate which can also be illegally sought in black market. In our country we follow rank classification system where jobs are assigned to the candidate after obtaining certain degrees. Even if we remain absent in our job we get our salary.
This rank classification system has a great demerit today. New inventions and discoveries in the field of arts, science, commerce etc find no place in our society and for this reason sadly people of our country have always been job seekers instead of job generators.

Encephalitis: Prevention is better than cure:

Japanese Encephalitis (JE) is a diseases caused by a virus. The JE virus is believed
to have originated from Indonesia-
The Japanese encephalitis is a vaccine preventable disease. The transmission mainly occurs is rural agriculture areas often associated with rice cultivation and irrigation. In some area transmission is usually seasonal and peaks in summer.
Japanese encephalitis is primarily diseases of children. However travel associated JE can occur among the people of any age. The children under 15 years are considered as high risk and diseases are manifested in severe form in these age group.
The incubation period; the time period of manifestation of diseases and bite of infected
mosquitoes is 5-
The mental confusion, irritability, generalized weakness, jerky movements of body (convulsion) and acute paralysis may develop over the next few days.
In animals, the symptoms of Japanese encephalitis include infertility, abortion in pigs, fever, weakness and loss of appetite.
During JE infection in human, the central nervous system produces a various chemical against the virus and these chemicals can not only act against the virus but also damage the normal cells of the brain resulting the CNS manifestation.
The chance of death in Japanese encephalitis is about 20-
Japanese encephalitis is suspected in a person with evidence of sudden neurological
symptoms that has recently travelled to or resided in endemic areas. If the child
suddenly developed a fever with change in mental status with or without seizures
or abnormal behaviour greater than that seen in usual fever then JE is suspected.
The suspected person should be screened for JE Virus. Laboratory test like ELISA
can measure the viral-
There is no specific antiviral treatment for Japanese encephalitis. The therapy includes
supportive care of feeding, air ways, convulsions etc and treatment of complications.
The best way is prevention. The preventive measures include avoiding mosquito bites
in every possible way. The JE can be protected by vaccine among high risk group.
The vaccine gives protections for 2-
The primary immunization schedule for JE Vaccine is 2 dose administered intramuscular in 28 days apart. Two doses should be completed in one week before travel.
There is no transmission from person to person, therefore infected person do not
